SSC Conducted CGL – Combined Graduate level Exam on 21st April 2013 ,and the Very Next day Delhi Police Caught the Gang Involved in Leaking out the SSC CGL Question Papers .

Investigations into the Combined Graduate Level examination paper leak have revealed that the Delhi Police head constable, who was arrested in the case, had topped the sub-inspectors’ (SI) examination held two months ago. The Crime Branch is now probing whether there was a paper leak in the SI examination, which was topped by head constable Ajit Khatri.

Khatri is posted as personal staff of DCP (South). He was earlier posted in the Outer District.

Special Commissioner of Police(Crime) Dharmendra Kumar confirmed that police are looking into the leak in the Delhi Police Sub-Inspectors’ exam as part of the investigation. “We are looking into that as part of the investigation,” he said.

In the case of paper leak of the Combined Graduate Level examination held on Sunday, Khatri was arrested along with a sales tax inspector, three teachers, an MEA clerk and another Delhi Police constable.

Acting on a tip-off, the Crime Branch raided a house in Pooth Kalan, Outer Delhi, on Sunday morning and arrested the nine accused when they were solving question papers of the exam that is conducted by the Staff Selection Commission (SSC).

Police sources said the question papers were found to be those of the Combined Graduate Level examination.

Police are on the lookout for one Bijender, allegedly the man who had managed to procure a copy of the question paper before the exam.

The Combined Graduate Level examination is held for recruitment of income tax inspectors, CBI sub-inspectors and Excise department inspectors.

Police arrested income tax inspector Macchita Malik; head constable Ajit Khatri; constable Sahil Kadyan; MEA clerk Lohit Vats; teachers Amit Kumar, Ashu Sharma and Mukesh Kumar; and MA students Ravinder Singh and Kulvir Singh.

Malik had cleared the mains of the UPSC examination and was awaiting the results of his interview.

The government is considering an overhaul of the civil services examination from this year that could include replacing optional papers in the final examination with two compulsory papers with a predefined syllabus.

The last-minute decision to introduce the change from this year

 comes at the instance of Prime Minister’s Office that had been keen on reforms in the way India selects its civil servants since 2004.

But the move has kept over 4 lakh aspirants — who apply for the examination to get into coveted services such as the IAS, IPS or the IFS — on tenterhooks.

The notification, which kick-starts the examination process, and lists the selection pattern, the syllabus and the number of posts up for grabs, should have been out by February 2.

The Union Public Service Commission — that conducts the prestigious examination — blamed “unforeseen circumstances” for the delay.

But a senior official at the Department of Personnel & Training told HT that the delay was due to the government’s decision to introduce a fresh dose of reforms into the examination.

“The approved changes will be conveyed to UPSC as soon as the competent authority (in this case, the Prime Minister) takes a decision,” he said.

The UPSC has a three-tier selection process to select civil servants. The first is the preliminary exam, an objective-type exam which serves as a screening test.

Those who clear this are entitled to appear for the subjective-type main examination. About one-fifth of those who take the main examination are called for a personality test.

The panel headed by former UGC chairman Arun S Nigvekar had recommended doing away with the optional subjects, to be replaced with compulsory papers.(Source: Hindustan Times)
